Navigating Arizona’s ESA School Choice Process: A Guide for Families

Choosing the right school for your student is one of the most important decisions you’ll make as a parent. If you’re exploring school options in Arizona, you’ve likely heard about the Empowerment Scholarship Account (ESA) program. While the options are exciting, the process can feel overwhelming—especially when you’re already balancing your child’s unique educational, behavioral, or therapeutic needs.

The good news? You don’t have to navigate it alone.

At AZ Aspire Academy, we’re committed to helping families understand their options and confidently choose the educational path that best supports their child’s success.

What Is Arizona’s ESA Program?

Arizona’s Empowerment Scholarship Account (ESA) program gives eligible families access to state education funds that can be used for approved educational expenses outside of the traditional public school system.

These funds can be used for expenses such as:

  • Private school tuition

  • Educational therapies

  • Curriculum and instructional materials

  • Tutoring

  • Educational technology

  • Other approved educational services

The flexibility of the ESA program allows parents to build an educational experience that is tailored to their child’s individual strengths, challenges, and goals.

Why Families Choose ESA

Every child learns differently. For many students with autism, developmental disabilities, learning differences, or emotional and behavioral needs, a traditional classroom may not provide the individualized support they need to thrive.

ESA funding allows families to choose programs that offer:

  • Smaller class sizes

  • Individualized instruction

  • Specialized teaching strategies

  • Behavior supports

  • Sensory-friendly learning environments

  • Highly trained special education professionals

Instead of trying to fit your child into a program through your local education agency, ESA gives you the opportunity to find a program that supports your child’s unique needs.

How the ESA Process Works

Although the process may seem intimidating at first, it becomes much more manageable when broken into simple steps.

Step 1: Apply for an ESA

Parents begin by submitting an online application through Arizona’s ESA portal.

You’ll provide basic information about your child and upload any required documentation. Required documentation may include:

  • Current IEP

  • Current MET or Educational Evaluation

Step 2: Receive Approval

Once your application is reviewed and approved, your student is enrolled in the ESA program, and funding becomes available according to the state’s funding schedule. Remember that you must accept the scholarship and withdraw your child from their local district or charter school. Students cannot be dually enrolled in a public school AND receive the ESA.

Step 3: Keep Records

Parents are responsible for using ESA funds appropriately and maintaining documentation of educational expenses. Keeping organized records throughout the year makes the process much easier.

Step 4: Choose Your Educational Services

Families can then use ESA funds for approved educational expenses, including tuition at participating private schools like AZ Aspire Academy. This part can be daunting and overwhelming with so many choices.
